The fine print, in plain words

Terms & disclaimer

Receipts is an independent, informational project. By using the site, you agree to these terms.

Last updated October 7, 2026.

What Receipts is

Receipts is an independent project founded by Ethan Bell. It follows board decisions of the Huntington Beach City School District and shares how they turned out, using public documents. Its purpose is to support the district and the community by making that information easy to find.

Receipts is not affiliated with, endorsed by, or speaking for the Huntington Beach City School District, its board, or its staff. Ethan Bell completed a summer 2026 internship with the district; Receipts is separate from that internship and uses only public documents.

Districts on Receipts

Including a school district on Receipts doesn't mean that district endorses, sponsors, or is affiliated with Receipts. District names are used only to identify the public bodies whose decisions are followed, and Receipts doesn't use any district's logo. Districts are always welcome to review records and share their perspective.

No one who funds or supports Receipts, now or in the future, including a district, can buy, change, or veto a stamp or decide what's published. The evidence and the published rules decide.

Information only

Everything on Receipts is for general information. It is not legal, financial, or professional advice. For official information, please rely on the district's own documents, which every record links to.

Accuracy and corrections

Every record is based on public documents available on the dates shown, and every number and quote links to its source. Even so, mistakes can happen, and documents can be updated later. If you find an error, please send a correction. Corrections are reviewed promptly, and significant fixes are noted on the decision page.

What stamps mean (and don't)

A stamp describes what public documents show about a stated goal as of its review date. A stamp is not a judgment of any person's character, intentions, or effort. Budgets change for many good reasons, and a stamp alone doesn't tell the whole story. How we stamp explains the full process, including how the district is invited to share its perspective.

Drafts you send

The "Ask for an update" and "Ask your district" tools create editable drafts. Receipts never sends them. If you choose to send one, you're responsible for what you send. Please keep it respectful.

Reusing Receipts

The open data files (/data/decisions.csv and /data/decisions.json), the agenda item template, the yearly summaries, and the decision link cards are free to share, print, and reuse. Please credit Receipts and link to the decision pages so readers can see the sources. Don't present a reused or edited version as an official Receipts record or as the district's own words.

Links and documents

Receipts links to documents published by the district, the State of California, and others. Those documents belong to their publishers. Receipts isn't responsible for other websites' content or availability.

Content on this site

The site's original text and design are © 2026 Ethan Bell. Quotes from public documents are reproduced word for word, with links, for the purpose of public information.

Accessibility

Receipts is built to work with screen readers, keyboards, and phones, and every stamp uses a word and an icon as well as a color. If anything is hard to use, please let us know and it will be fixed.

No warranty

Receipts is provided "as is," without warranties of any kind. To the extent allowed by law, Ethan Bell isn't liable for decisions made based on information on this site.
